About me
An academic leader, applied researcher and advisor, I specialize in the institutional, geopolitical and technological factors that shape how states govern, cooperate and respond to strategic challenges. My work supports governments, multilateral organizations and private institutions through policy analysis, institutional assessment and practical guidance designed to strengthen governance, diplomacy and national resilience.
I bring more than two decades of experience leading programs in technology, transformation and cyber resilience across Latin America and Europe. This applied background informs my research on how nations adapt to geopolitical change, manage digital transitions and develop the capabilities required to protect critical infrastructure and public value. I examine how data governance, regulatory systems and institutional design influence competitiveness, social inclusion and long term development.
I contribute to international capacity building as an Expert with the EU CyberNet initiative, where I focus on cyber diplomacy and provide advisory support for the development of national cybersecurity strategies, digital governance frameworks and institutional readiness programs. I collaborate with ministries, regulatory agencies and public institutions that require strategic insight grounded in operational realities. My advisory work with private sector organizations complements this perspective by aligning enterprise resilience, digital governance and risk management with broader national priorities.
I also hold academic leadership appointments within international higher education institutions engaged in research and capacity building across Africa, Europe and Latin America. These roles reflect a continued commitment to strengthening academic ecosystems and advancing cross regional knowledge exchange.
My applied research explores digital diplomacy, international relations and the governance of artificial intelligence. I draw on comparative case studies, public policy analysis and field collaboration with government agencies, international organizations and private partners. My goal is to produce analysis and frameworks that decision makers can use to navigate uncertainty, manage technological change and reinforce institutional performance.
My academic formation integrates business, technology and international affairs. I hold degrees in business and marketing, advanced studies in management and international business and doctorates in Computer Science and International Relations. This foundation is strengthened by specialized programs in Public Policy at The George Washington University and in Strategy Execution for Public Leadership at Harvard Kennedy School, as well as a Graduate Certificate in Organizational Leadership from IMD in Switzerland.
